Message	it's the rookie partner riding shotgun that sprays you in the mouth with the pepper spray and batters you while the much older veteran cop drives and gives pointers like "go for the knees with the nightstick" or "you call that a choke hold rook?". I don't know...it's just not practical for you typical everday police officer who really wants to abuse someones civil rights....unless he ties them to the wing dragging them back to the station......hmmmmmm........
